Drones banned at Sacramento County parks

Drones are now banned from Sacramento County regional parks.

It’s an update to a 1971 ordinance that only mentioned “flying model airplanes.” Since they weren’t around during that time, the county wants to make it clear — drones are not allowed either.

The county said drones pose a safety threat since most parks are multi-use where people walk, fish and play. Officials also said drones would harass animals in their natural habitat.

“They’re much, much safer. They’re much easier to fly — and they’re much more capable than they’ve ever been before,” drone expert Thomas Bartlett said.

Bartlett is the CEO of Image in Flight, an aerial media company located in Rancho Cordova. He feels the ordinance makes it harder for people to enjoy the craft.

“I’m a little frustrated by the fact that it exists,” Bartlett said. “There needs to be a compromise. This ordinance just says, ‘No’ and most regulations regarding drones just say, ‘No.'”

The Federal Aviation Administration restricts drones during major sporting events, near wildfires or within 5 miles of an airport.

Sacramento resident Nick Mamola said he is annoyed at drones that fly close to him while he’s fishing and supports the ban.

“There’s many other places you can fly drones,” Mamola said. “It’s like flying a kite, you want an open area to do it. You don’t want to hit someone.”

With an increase in propeller popularity and an increase in drone restrictions, drone enthusiasts said

Drone hobbyists face new restrictions

The open skies over Onslow County just became more restrictive.

A Federal Aviation Administration directive addressing “national security concerns” about unmanned aircraft — commonly referred to as drones — over 133 military facilities in the United States takes effect today.

The new rule restricts drone “flights up to 400 feet within the lateral boundaries of these 133 facilities,” according to a press release from the FAA. The release further states that “operators who violate the airspace restrictions may be subject to enforcement action including potential civil penalties and criminal charges.”

Nat Fahy, director of public affairs for Marine Corps Installations East, said via an email response to questions submitted by The Daily News on Thursday that “The FAA appropriately recognized the necessity of keeping unmanned aerial systems (UAS) a reasonable distance away from our nation’s military complexes like Camp Lejeune and MCAS New River. The benefits to us are primarily two-fold. First, since May of 2015, we’ve remained in Force Protection Condition Bravo due to threats. Secondly, on any given day in Eastern North Carolina, a large number of military aircraft are using the local airspace as forces train for combat operations. Considering the inherent threat of unmanned aerial systems in the wrong hands and maintaining safety of our installation operations, aircraft, and personnel, MCIEAST believes this FAA regulation is prudent. In an effort to get ahead of this rapidly evolving issue, the commanding general published a regional order this past February which provided guidance to

Palestinian Authority suspends ties with UN agency for creating a less hateful curriculum

A French-Italian airplane manufacturing company signed an agreement Thursday to sell Iran Air at least 20 aircraft, the Associated Press reported, despite Iran’s continued use of civilian aircraft to prop up the regime of Bashar al-Assad in Syria. The European company’s spokesman, David Vargas, said, “They will definitely help Iran Air to modernize and develop regional connectivity across the country.”

Farzin Nadimi, an analyst specializing in Iran and the Persian Gulf, warned that Iran’s Islamic Revolutionary Guard Corps (IRGC) uses such airplanes – as well as secondhand aircraft and parts from smaller entities – to destabilize the Middle East. Nadimi wrote, “The air bridge between Iran and Syria has been particularly busy of late, with planes from several civilian and military operators making the trip,” including Iran Air. “Besides the busy Tehran-Damascus route, three airlines…also visit Abadan Airport intermittently. There, Iraqi Shiite militia forces are bused in from Najaf and Basra to be flown to Damascus,” he explained.

Nadimi concluded that between the two of them, “Iranian and Syrian airlines have hauled about 21,000 passengers between Tehran/Abadan and Damascus in the past two months alone, along with over 5,000 tons of supplies. Very few pilgrims travel to Syria these days, so most of these passengers were military or paramilitary personnel. Almost all of the flights in question are fully chartered by the IRGC and usually unavailable to the general public.”

Boeing and Airbus both reached deals with Iran Air last December. Mark Dubowitz, Chief Executive Officer of the Foundation for Defense of Democracies, testified earlier this

Top 10 Lessors And Mid-Life Aircraft Market Trends

Printed headline: A New Lease on Life

Big orders tend to dominate aviation headlines, as do glitzy launches of new aircraft lines. The past five years have seen plenty of both, which together suggest a frenzy of interest in new aircraft, as certain airlines and lessors push hard to rejuvenate their fleets.

Certainly, backlogs have crept up for years, reaching a “new normal” of 6-10 years of aircraft production, according to analysis by Deloitte. In the decade prior to 2008, in contrast, Boeing and Airbus typically had 2-5 years of order fulfillment on their books.

After years of growth, however, the market for new aircraft seems to have peaked. In 2016, Boeing recorded more deliveries than orders for the first time in seven years. Last year, Airbus did add a few dozen units to its production schedule, but that trend is expected to decline in 2017.

Still, backlogs are near record highs, implying that demand for new equipment has never been greater. This is certainly true in China, where airlines almost exclusively seek new aircraft, but the global picture is more muddled. The U.S., for instance, encompasses a wide variance in equipment procurement strategies, from Spirit Airlines, with an average fleet age of five years, to Delta Air Lines, with an average of 17.

Consultancy IBA Group, puts the average age of the global fleet at 11 years—almost the mid-point of most aircraft’s economic lives. Also worth noting is that the global fleet of roughly 25,000 aircraft is split between 5,000 or so airlines, which means

Trumping State Regulators and Juries

This article appears in the Spring 2017 issue of The American Prospect magazine. Subscribe here.

In the wake of the 2016 elections, many progressives have sought solace in the prospect of resisting Trump administration initiatives and advancing progressive goals in blue states. In his State of the State address last January, California Governor Jerry Brown proclaimed: “California is not turning back. Not now, not ever.” Lieutenant Governor Gavin Newsom suggested that California might use its stringent environmental protection laws to impede the Trump administration’s efforts to build a wall along its southern border. Washington Governor Jay Inslee proudly announced that “our state will remain undeterred and we will not be slowed one iota by the foolishness that we’re hearing out of the White House.”

Conversations about how progressive states should resist regressive Trump administration policies and sidestep Republican control of Congress often ignore the elephant in the room—the power of the federal government to preempt state regulations and even the ability of victims of corporate abuse to seek relief in state courts.

Under the Supremacy Clause of the United States Constitution, federal statutes and regulations are the “supreme law of the Land,” state laws “to the contrary notwithstanding.” This means that when Congress makes law or a federal agency regulates, state laws that conflict with the federal law, or even address the same subject matter, are null and void, unless Congress has provided otherwise. Congress does frequently allow states to enact laws and regulations that go beyond a federal floor, as
