River flooding: Day-to-day assessing at this point

Monday morning, May 27, 75 representatives of emergency management and
government from Pope, Yell and Conway counties all met at the Pope
County Office of Emergency Management (OEM) to discuss the current
situation with the Arkansas River flooding. Also attending the meeting
were representatives of ArDOT, U.S. Army Corps of Engineers, Arkansas
State Police, Highway Police, Arkansas Game and Fish and several others.

“The
purpose of the meeting was a contingency meeting based on everybody’s
projections,” Pope County Judge Ben Cross said. “The biggest thing that
came out of it is the 500-year flood plan map that everybody is looking
at online is not necessarily accurate because we haven’t had a 500-year
flood.”

Cross said that online map was originally based on what data was available at the time.

“What
they are doing now is what is called real-time modeling,” he said.
“They have real-time modeled this to the Dardanelle dam. They have not
done from the Dardanelle dam to Little Rock yet. They expect to release
that model within 24-hours [sometime Tuesday].”

Cross said that it
will be available through the same website but
will be found under the top right tab labeled ‘2019 Event – Inundation
Forecast.’

“Don’t put much faith in that 500-year inundation map, put more faith in the models that are coming,” he added.

Cross
said that the flood crest level is still projected at 44.5 feet on
Thursday and that U.S. Interstate 40 [between Blackwell and Morrilton]

Boeing says decision on new airplane will come this year

EVERETT — The Boeing Co. will decide by the end of the year whether to offer an all-new airplane, the aerospace giant told The Daily Herald.

It was the first definitive statement on the timing of a decision since the 737 Max crisis began in March.

Even aerospace analysts were uncertain how Boeing would proceed with a decision on the new “middle-market” airplane, informally dubbed the 797.

Since a second 737 Max crash March 10 led to the model’s grounding, there has been speculation that Boeing might defer a decision on a new passenger jet until next year or even later.

However, Boeing said Friday it would stick to the time frame promised Jan. 30 by CEO Dennis Muilenberg, before the Max grounding — that a board of directors decision on the new airplane, sometimes called the NMA, would be made in 2019.

Boeing spokesman Paul Bergman said in an email: “Our focus is on returning the 737 Max to service, however, we are still working through the NMA business case and once we complete that work, we will make a decision this year on whether to offer the airplane. If we decide to offer the airplane and the market responds positively, we will proceed with a launch decision sometime in 2020.”

Heritage Aero gets warbirds ready to fly in Freeport

May 22–FREEPORT — Heritage Aero will be flying decades-old war planes this summer over Freeport.

The aircraft maintenance company moved to Freeport and Albertus Airport at the beginning of the year from Chicago Rockford International Airport. The business, which signed a 10-year lease with the city, specializes in maintaining warbirds, or vintage war aircraft that date back as far as 1948, for owners that are usually civilian collectors.

“A lot of the owners are just regular people,” Heritage Aero owner Cliff Wilewski said. “Some people are amazed that somebody just owns a vintage warbird like that. Instead of having a classic car, sports car, golf club membership or the big boat, they have those kind of airplanes.”

Heritage Aero maintains around 200 aircraft a year. It inhabits three hangars at the airport and has seven employees, with Wilewski looking to hire a couple more with mechanical experience.

Not all of Heritage Aero’s business is done on the vintage planes. Wilewski estimates that 60% of his business is maintenance on other civilian aircraft. It would be all warbirds if Wilewski had his way. It’s been a passion of his since he and his U.S. Navy veteran father put together model airplanes when he was a kid.

FAA grounds plane model involved in crash that killed LouCity co-founder

LOUISVILLE, Ky. (WHAS11) — The Federal Aviation Administration has grounded Cessna airplanes equipped with a part that may have played a role in the crash that killed Louisville City FC co-founder Wayne Estopinal in November of 2018.

The parts in question are ATLAS Active Winglets created by Tamarack, an Idaho company. Winglets are the raised ends of the wing and are meant to alleviate loads on the wing during flight. The winglets designed by Tamarack are controlled by autonomous technology and are not integrated into the flight management system, meaning the pilot cannot control them.

We previously reported the Nolan Law Group in Chicago was looking into the winglets as a possible cause or contribution to the crash in Clark County that killed Estopinal and two others. Thomas Ellis, an attorney from the Nolan Law Group, said the group was also looking into Textron Aviation, the company that manufactures Cessna aircraft and performed repairs on Estopinal’s plane just ten days before the crash.

At the time of his investigation, Ellis believed that this technology may have performed incorrectly during the November flight, causing the plane to roll abruptly at an extreme angle. He had previously called for the FAA to follow the lead of the European Aviation Safety Agency (EASA), who ordered a deactivation of active winglets on April 19 until the technology could be properly evaluated.

The FAA has now done that, grounding Cessna Aircraft Models 525, 525A and 525B–airplanes that have the Tamarack ATLAS winglets installed. In an airworthiness directive issued Friday
